That is true, provided they come off using the normal practices within a resonable time. If not, cust. is responsible for costs.  jim

Is it just the wheels or do the drums have to come off too?

All drums must come off, remaining shoe & pad must be measured to a min 1.6mm. There is an exception, the rear disc/drum combination, provided it works properly, if not it too must come off.  Drums/ discs to be measured and be within manufacturers specs.Pins/ sliders/adjusters must be free. jim

Yes, wheel bearings are there, 1/8 inch play on cup and cone,& no grindinig/ gravel noises. Also no more broken windshields. There is also a new term, unroadworthy, in which case the sticker comes off and is deemed out of service.  jim

The inspectors are well aware that there are many more stickers than registered vehicles in N.S.  jim

New Fee: $25.00

It would seem that if you properly maintain your vehicle, as you should, the new regulations will not be that adverse and will ensure safer vehicles on the road.

Accident investigators have determined many of the head on crashes,(crossing the center line) resulting in many deaths were caused by unroadworthy vehicles. These deaths could have been avoided by regular maintenance. If your vehicle is maintained properly, these new laws should be a minor inconveniance.   jim
